E-Challan Fines Reach ₹74,613 Crore Nationwide

Recent data reveals that e-challan fines across India have accumulated to an astonishing ₹74,613 crore since January 2015. The figures were disclosed following an RTI application filed by Sanjay Agrawal to the Union Ministry of Road Transport and Highways, which indicated that the detailed information is managed by state transport departments.
From January 1, 2015, to September 9, 2026, a total of 47.95 crore e-challans have been issued nationwide. Of these, 29.59 crore remain unresolved, contributing to the outstanding fines of ₹48,351 crore. The remaining 18.37 crore challans have been settled, resulting in ₹26,261 crore collected in fines.
The ministry's response to the RTI request highlighted that the enforcement of the Motor Vehicles Act is the responsibility of individual states and Union territories. Therefore, precise state-wise and year-wise data must be obtained from the respective transport departments for a clearer understanding of the situation.
In terms of legal proceedings, 16.86 crore challans have been forwarded to the courts. Out of these, 2.85 crore cases have been resolved, while a significant number, 14.01 crore, are still pending judicial review. This backlog indicates a considerable strain on the judicial system regarding traffic violations.
Looking ahead, the ongoing challenge of collecting outstanding fines raises questions about compliance and enforcement of traffic regulations across India. Authorities may need to enhance their strategies to address the pending fines and streamline the judicial process to ensure timely resolution of cases.
