In a significant move, the Maharashtra government has released revised guidelines for officials aimed at ensuring strict compliance with the recommendations of the privileges committee of the legislature. This directive was announced on Monday and emphasizes the importance of adhering to legislative protocols.
The Government Resolution (GR) mandates that departments must act promptly on any breach of privilege notices received from the legislature secretariat. It specifies that reports regarding these breaches should be forwarded to the secretariat without delay. Furthermore, if any violations are identified, disciplinary measures against the responsible officers must be implemented immediately, in accordance with existing regulations.
In addition to addressing breaches of privilege, the GR highlights the necessity of avoiding the organization of significant local events during legislative sessions. Should an event be deemed essential during such a period, it is advised to schedule it on days when the legislature is not in session. The guidelines also stipulate that for any local or state-level government inaugurations, all relevant ministers and local officials must be invited, with their names accurately printed in the event brochure after confirmation from the resident deputy district collector.
The revised guidelines also clarify the protocol for interactions between officials and elected representatives. Officials are no longer required to stand and greet MLAs or MPs who have been convicted in criminal cases or are involved in inquiries. This change aims to ensure that such representatives are treated like ordinary citizens, reflecting a commitment to fairness and adherence to legal standards.
